有且只有一个办法让大家都会同意:那就是，由主管部门或者安装企业全部免费包干安装好！然后按次收费，比如乘坐一次0.3元，像坐公交车那样！否则进行下去十分艰难！除非每个小区拘留30个业主！强制执行！
