级绩效等级和引领性企业，要参照《重污染天气重点行业应急减排措施制定技术指南》，完善监管监控体系。</span></p><p style="line-height: 2em;"><br/></p><p style="line-height: 2em;"><strong><span style="font-size: 16px;">移动源减排措施。</span></strong><span style="font-size: 16px;">在落实Ⅲ级应急响应措施的基础上，增加公共交通运力，保障市民出行。城市主城区限制国三（不含）以下排放标准的汽油车、柴油车（特种车辆除外）上路行驶。城市主城区禁止通行货车等大型汽车，停止使用非道路移动机械（紧急检修作业机械除外）。矿山、砂石料厂等企业禁止物料、产品运输车辆上路行驶。</span></p><p style="line-height:
