2019年，张某某安排肖某某注册成立四川炜耀之星科技有限公司（以下简称“炜耀公司”），并在涪城区租用办公场所。2020年3月起，张某某等人在未取得中国移动通信集团有限公司授权的情况下，在炜耀公司开展中国移动手机用户积分兑换业务。过程中，张某某等人招揽话务员，谎称是移动积分商城公司工作人员拨打被害人电话，以被害人手机积分马上到期清零等为由说服其同意积分兑换，并许诺提供相应礼品。被害人同意兑换后，犯罪分子通过再次索要验证码，最终将被害人手机积分在移动积分官网上兑换成相应的虚拟商品予以兑现。同时，为怕露馅，他们会给被害人邮寄礼品，礼品价值远低于在移动官网积分商城实际可兑换的商品价值。</span></p></section></section></section><section><section 2020年7月28日上午，绵阳市公安局组织刑侦支队、特巡警支队、网安支队和涪城区分局300余名警力展开抓捕行动。公司老板张某某、总经理徐某、正在拓展“手机积分兑奖”业务的员工共计65名嫌疑人全部被抓获。警方在现场查扣涉案电脑200余台，冻结涉案资金300余万元。与此同时，绵阳警方还在广元市、凉山彝族自治州同步展开抓捕行动，抓获违法犯罪嫌疑人58名。</span></p><p 经统计，2020年3月至7月期间，张某某控制的炜耀公司以及其邀约的肖某某、吕某某、周某某等人共计骗取中国移动手机用户积分928934325分。根据《中国移动积分计划管理规范》规定，1移动积分对应价值为人民币0.01元，最终非法获取巨额财产达900余万元。</span></p><p style="text-align: justify;"><br/></p><p style="text-align:
